I've done some research and I noticed this issue with games has been going on since atleast 2013 in relatively rare instances. Nothing works except playing in windowed mode. Reinstalling drivers, toying around with settins, disabling v sync and all that kind of stuff. List anything you've done in attempt to diagnose or fix the problem. Playing in windowed mode fixes this, but that is obviously not a long term solution. Basically every rare bug either driver related or not generally seems to occur in this setup.

There are also games that at first I couldn't even launch for some reason like Rainbowsix siege. In several games (cities skylines, league of legends and probably a lot more i don't play) I get stutters or random fps drops in full screen mode.
